Your USB hub cannot provide enough power for your external hdd, you can try to plug it in directly to any free USB port for the mean time to check if its detected or not, if it has a power button ( which is not normal for regular USB powered EXT HDD) make sure that it is on, if its still not working try to use a different cable, a known good cable or plug it in to a different computer to check if its your USB port, or the usb cable or the ext hdd that is causing the issue
The Toshiba is formatted with the 'FAT32' file-system, which is limited to 4GB per file.
Your 'C:' disk-drive is formatted with the 'NTFS' file-system, which has a much-larger limit.
So, use the 'DISKPART' command-line utility to "convert" the Toshiba from FAT32 to NTFS.
DISKPART is easy to use, but be careful to use it correctly.

-try other USB cable for that Maxtor
-try other computer
the reason why you are doing that is to know if the USB port is broken of if the ext hard drive is not responding.

If it's working but slow, it sounds like it's running at the USB 1.0 data rate. Is the cable plugged directly into the USB port on your computer, and not into a USB hub. Or it might be the cable. Have you changed the cable?
Both cable and hub, if you really need a hub, need to rated for USB 2.0
There are a couple mini USB connectors out there, especially in digital cameras. But what you need is the most common USB A -> USB Mini B cable, as used with many MP3 players, USB hubs, cellphones etc. For example, a Nokia DKE-2 cable will work perfectly.
Suggestions:

1. Use a "Y" USB cable with that drive.
2. Use a shorter USB cable.
3. Use the new cables with the canon
4. Use a 2.0 hub
The drive should have come with a "split" USB cable (USB "Y" cable). The drive requires a "data" and a "power" connection to your computer.
