The charge port on the phone has probably become damaged from normal use. Visually inspect it to see if it is. If it is not, the pins that connect to the circuit board on the inside can break off of the board. They can be soldered back on but it does take some practice since they are very small. These ports can normally be bought on ebay for a couple dollars.

connect your phone to the system through usb. if it starts charging then its not the problem with the phone or battery. its a problem with the charger. now also if it does not charde, then it must be a problem with the phone. take it to the nearest motorolla service centre and fix it.

Hi V3 is very fragile and if you use the incompatible accessories, you can ruin their ports easily. One weak point of V3 Phone is the SIM card Port is not an opening flap like other GSM phone but using pin and spring Port style which is mean you have to push your SIM card in and use the SIM Card edge to push the pin down in order to contact with SIM metal area interface. But by pushing force is varied from users so too strong and too hurry will damage the pin. If one of the pins is damaged, when you slide the SIM card in, the contact is missing of one or two pins due to damaging of the pin cause the error message "Insert SIM". In this case, only way is needed to replace the SIM Board underneath. If you can do it yourself, please follow the instruction pictures below. If you are not sure and never do this before, I suggest you send the unit to Motorola Repair Center. Your SIM Card Board and charging port will need to be replaced. http://www.itsjustmerob.com/files/V3_Razr-repair.pdf This is a Full Motorola V3 Officially Service Manual and even the Motorola Repair Center also has this one. so copy this link and print it out. Around hundreds plus pages but can be your Guide which you cannot find anywhere else. I gave it to you free but I have purchased it before. Hope that you can get it fix. Other solution is looking V3 parts on sale a lot on Ebay and use them to replace part to your phone will be cheaper if your phone is no longer under warranty. If it is still under cover then send the unit to them and don't spend time and money to do it yourself. But if it is out of warranty and want to avoid costly repair then use the method in the manual I provided you and you will be able to get your phone fix. Good Luck

EJ K.'s solution is incorrect, theree areonly one set of power input connections to the phone via the mini/micro usb connector regardless of the charger being used. People who do not know the specs should not try to answer these things, That person is dead wrong.
Your problem is your battery is beyond it's service life and needs to be replaced. thats all that there is too it. These small batteries are pushed to the limit with the power drains that we put them through and are good for only about a year of reliable service of average use. The problem is most people over use their cell phones, as the small phones like the V3 were never meant to be used as primary phones.
