If the carriage doesn't move at all, the latch may have gotten stuck. If you unplug the printer, wait a few seconds, plug it in and power on, it should move the carriage back and forth. If it moves at all, quickly unplug it, while it is unlocked.
Now, you can clean around the parked position, and lube the travel shaft (sewing machine oil is good. Any similar light oil is ok).
If this doesn't help, check that the optical tape behind the carriage is clean, there are sensors to measure carriage position, and if the tape gets dirty, they won't work right. Do not use solvents there, you can remove the marks and make your printer into a paper weight.
What model is it? Sounds like the escapement is sticky. You may be able to see it from the upper back or bottom. It should be kind of a star shape. Try carefully spraying WD40 on it and moving the carriage back and forth to work it in and free it up.
Are you saying the carriage is locked, so it can't go back & forth? Sticking out of the right-hand side of the carriage are two tabs; I think they're light blue. Pressing down one one locks the carriage. Pressing down on the other unlocks it. When the carriage is unlocked and moves out of the way, you can see the ramps and notch molded into the bottom of the case to hold the carriage for shipping.
There is usually a sensor on one side or the other of the carriage. When you power up the machine, the carriage will be moved to that end, setting off the sensor. Then it will move back and forth to test carriage motion. If the end sensor is faulty, the carriage will still attempt to move until it triggers the sensor, but when it gets to the extreme end, the motor will continue to attempt to move it, causing the chatter. After a time, it will stop with an error message.
Look at the carriage where the cartridges are, and you should see some kind of tab or ear on it. If it's broken, then you may get the symptoms I mentioned above. Also if you can see the sensor, make sure that it's not broken or moved out of place.
Turn off T/W and see if the carrier will move back and forth freely, if so try removing the batteries and unplugging the machine this will reset to defalt settings. CAUTION THIS WILL ALSO CLEAR YOUR MEMORY!! If the carrier is hard to move a little light oil on the shaft it slides on may cure the problem.
Does your carriage just move to the right side and get stuck? That's what mine does. I just fiddle with it and wiggle stuff until it's starts working and it'll work until I shut it down but when I turn it back on it starts all over again.
To do the self test, power the printer on holding the "feed" button.
For the carriage problem, see if there is any object blocjing the head carriage. With the printer OFF, try moving the head gaciage back and forth with tour hand, and see if it moves freely.
Check for any obtruction in the "home sensor", located at the left end under the carriage shaft.
