also the red light at the bottom indicates the time to clean the filters.
to reset it, use a paper clip. The red light on the bottom right is the filter indicator light, what looks like it should be a light beside that filter light, is actually a reset button, just poke it with a paper clip for a few seconds to reset. The bottom red light goes out
Those devices use a process call IONIZATION to clean the air. What this does is make high voltage that jumps out into the air and attaches to particles in the air. Those particles are now attracted to anything with an opposite charge. In some machines there is a plate that has the opposite charge and a fan that pulls the air into the machine. When particles that are charged come into the machine, they are drawn to that plate and stick. The plate gets dirty pretty fast and has to be cleaned. The problem comes when the ionizer begins to spark. This creates ozone and ozone is harmful to people and animals, rubber and many other things. I looked up the name of the machine that you listed and the closest I can find is a really old reference to a radio shack device. the Environizerâ„¢ (630-0612/630-0613) This device was made just after regulation by the federal government that says 50 parts per billion is the limit so that device SHOULD be ok. Just keep in mind the difference between ozone generators and air ionizers, they are not the same thing. If you need more info let me know.
Make sure that the new filters you installed are undamaged and correctly seated in it's assembly. When resetting the unit, unit must be powered on then press and hold the appropriate filter indicator button for approximately 10 seconds until the light turns off. If nothings happens, unplugged the unit from the power for about a minute and then try to reset the unit. If all else fails, I would suggest to contact Honeywell for more assistance.

I would use hot melt glue to hold everything in place. The air cleaner works by charging the air particle at the front and there is high voltage on the plates. The polarity of the plate alternates where the first plate is positive, the second is negative, the third is positive, forth is negative, etc .
With first wire in front charging the dust particle, the plate attract the charged dust particle to the plate to capture it.

Most particles in the air are neutral in charge. Meaning they have the same amount of negatively charged electrons, and positively charged protons. A common type of air purifier uses what is called corona discharge air purifier. These type of air purifier create molecules called ions. When particles pass through these air purifiers electric current makes these particle either positively charged or negatively charged. Once these "ionized" particles from the air makes contact with objects that are opposite of thier charged, they stick to them instead of lingering in the air, or they may clump with other particle untill they are too heavy and fall to the ground. Filter types air purifier are not so good since they require periodic filter replacement. These type of air purifier are usually part of the air conditioning system. The purifier picture I see are the ones i just mentioned, and they are not filter types.
It's probably arcing due to a buildup of oxidized particles from the air and the high voltage field wires. Spraying electrical contact cleaner in the vicinity of the spark/arc may clean it -- make sure the unit is not plugged in when you do this and that you give it plenty of time to dry before plugging it back in (couple of hours). If cleaing doesn't help, there's not much you can do -- the wire will eventually burn through and break. Then it's back to Oreck or to the landfill.
