TV LED blocks 3 times when plugged in, and diagnostic code is "no error". However, LED does not light and TV video/audio doesn't come on. The only way I can tell the TV is turning on is there is the 'crackle' sound from the build up of voltage on the tubes. I have a multimeter and tested all 9 fuses and they are good. None of the caps look bad, and I don't see any coolant drips.

Press and hold "Device" and "Menu" buttons for six seconds and see if you then get a patter of flashes pertaining to the error codes... I would suspect one of the following codes:
12 No Error Detected
22 Recovery From Momentary Reset
32 Lamp Cover Open
33 Air Filter Cover Open
34 Lamp Abnormality
35 Chassis Fan Failure
36 Exhaust (Back Cover) Or Lamp Ballast Fan Failure
37 Engine (Dmd Or Lamp) Fan Failure
38 Excess Lamp Temperature
39 Excess Dmd Temperature
41 Short Detected
44 Dvi Cable (Between Chassis And Engine) Disconnected

SOURCE: Mitsubishi WD-62525 Red Status Light After Cap Replacement
Mitsubishi V26 error code 41 with solid red status indicator is caused by leakage from capacitors C9A37 and C9A38 (3300mf/16v). The result is a bad fuse F9A02 (15amp pico) which reports error code 41 indicating short protect. The Mits part number is 283P144040 but any PICO 15a fuse will work.

LED Indications
The front panel Status LED provides an indication of
the set's operation and the possible cause of a malfunction.
If an abnormal condition is indicated, perform the
Self Diagnostics procedure.
Self Diagnostics
To activate, press the front panel <ACTIVITY> &<CH
??> buttons at the same time and hold for 5 seconds.
The STATUS LED will then flash denoting a two digit
code.
• The number of flashes indicates the value of the
MSD (tens digit) of the Error Code.
• The flashing then pauses for approximately 1/2
second.
• The LED then flashes indicating the value of the
(ones digit) of the Error Code.
• The Error Code is repeated a total of 5 times.
Example: If the Error Code is "23", the LED
will flash two times, pause, and then flash three
times.
Table 2-2: LED Indications
Error Codes, descriiptions and the most likely cause of
the error are listed in Table 2-3.
Note: The TV must be in "Shut Down." The LED
will probably be indicating an abnormal
condition. If the TV is switched Off, AC is
removed, or a System Reset is performed, the
code automatically resets to "12" No Error.
See the Error Code Log to retrieve a history of
errors.
Note: Use the front panel buttons, not the remote
control.
Note: If there is no response, the front panel may be
locked by a V-Chip setting. To unlock, press
and hold <ACTIVITY> on the front panel for
8 seconds.
