To turn it on, you need software like Skype or any other chatting social software like Viber to really take advantage of it. Second you need an account for social media program and a very good strong high speed internet connection, so the webcam you show yourself to a friend or family on the other side doesn't look like a pixel mess and vice versa.

Desktops don't usually come with cameras built-int, although most laptops today come to webcams built-in. If you don't have a webcam at all you can buy an external one at your nearest electronics store.
Try to reinstall software for the webcam,If it still don´t working You can open your control panel and see in the hardware system if your webcam is showing here.If it is the electronic or cam eye is defect. Then try a extern USB webcam to see if it will be detected.
You need the user manual - google your computer name, model and "user manual" for a lead I have a Sony Vaio and found mine already on my computer !! Start > Computer >> Local disk (C) >> Documentation >>EN(glish) I was also able to free up some space by deleting about 10 other versions in different languages.
try going to windows photo gallery and selecting file>import from camera or scanner
the program that opens to run your internal camera will be the one you need to open or create a shortcut to the desktop for in order to use the camer as normal.
if this doesnt help pls, respond so i can direct you to the correct software to overide any factory installations that may currnetly be keeping your camera from being easily accessible
This is known Webcam issue in DV6000 notebooks. To resolve or narrow down the issue, we have to check few things.
First open Device Manager.
Please follow these steps to open Device Manager:
1. Right Click on 'My Computer' icon on Desktop and choose Properties. 2. The System properties Window opens. 3. Click Hardware tab and then click the Device Manager button.
Expand + Imagining Devices and check if the HP Webcam is listed under it.
If Webcam is not listed there, then you have to contact HP to get the BIOS update.
If it is listed there, right click on it and select Disable. Again right click on it and select Enable.
Now open any applications like Quickplay and check if Webcam is working or not.
Please reply me if that won't resolve the issue, I can provide more work arounds
