I have never seen a reset button fitted to a vacuum cleaner - mostly the safety device is either a self resetting bimetal breaker or a thermal fuse.
Likely failed to start due to a coincidental failure. Sometimes dust and fibres can work their way into the bimetal breaker but mostly it is an internal break in the power cord or a faulty switch. The circuit must be checked with a trusty multimeter and that will require the appliance to be at least partially dismantled.
If you look up the Hoover page for the UH71009 (the non-remanufactured Elite Rewind), there are 3 different belt model numbers listed. One part number is simply for a 2 pack of the belts. Here is the belt you need: Hoover U5061900 Belt Simply turn the machine over and you will see (4) screws, remove them and you will be able to access of the belt.
The hoover belt number you listed (38528027) has been changed by Hoover to 38528040. Below I have listed a link to the manual that has instructions and a link to the belt you need. Hope this helps!
