I have a Craftsman DLS 3500 and the blades would not engage. I don't know the proper names but there are parts that stop the belt when you disengage. Look at the pulley system and engage and disengage several times with engine off. My mower would not engage becuase the part that stopped the belt would not let it go. I backed off the nut at that pulley just a little and it let go and allowed the belt to engage. If the nut is completely tight the brake on the pulley will not let go and thus it will not engage.

I added picture. The yellow arrows point to one of the pulleys that are too tight. Get a helper and engage/disengage the arm on outside you use when operating and loose one of the two pulleys just a little. You will see when the belt is released. Leave it as tight as you can with it working properly.

Disengaging blades when mowing completed

the cam plate that the tensioner pulley is mounted on that rotates back around to tighten the belt as the cable or rod is engaged is likely rusted and worn, there is a bushing in this pivot that can be removed and cleaned fairly easily with a abrasive wheel or pad and lubricated upon reassembly.
