Hi, are you sitting on the remote? does the TV have analogue/manual control buttons on itself, are they jammed in or damaged in any way? Are any of the buttons on the remote damaged in any way?
To rule out the remote, remove the batteries, if the problem still occurs it's the TVs problem, if it doesn't it's the remote.

I finally found a fix to this! YAY. I thought I might have to return the TV. I have the Phillips 42PFL5603D, but should work for other models.
On the TV press menu
picture settings---picture---dynamic contrast (turn off) AND active control, turn off
If you have Comcast Moto box:
on the Cable box go menu--->setup--->cablebox set up---RF BYbass set to ON
If you have a non-Comcast Moto Box, I'm sure there is an RF bypass setting in the menu. You'll just have to look for it. Another fix was close saying to only turn of the active control, but it took all 3 of these for it to work consistently. The latter let it work for all of 30 seconds.

Oh yeah, you can most certainly change the power supply by yourself.
It's easy to locate - just follow the power cable - and easy to replace.
Only make sure to let it discharge before you operate it. 10-15 minutes disconnected from power should do.
However, there's no guarantee that the problem is in the power board.
There is a very good chance it is, in fact, not there.
There's another board which commonly fails on many plasma TVs and the effect is exactly as you describe. It's called Y-Sustain board and you can tell which one it is by looking at the side of your TV and seeing which large board has manny plastic connections that enter the display on the side.
That board often has one or two fuses on it - I'd check those first.
