You're not supposed to set the time -- it's supposed to synchronize with the US atomic clock broadcast automatically. Perhaps putting it in a different area of the house, or turning it to a different orientation will help it make the initial connection.
If it still won't, here are instructions from one of the LaCrosse models... use them or go to http://www.lacrossetechnology.com/clocks/atomic-digital/wall/
and find your particular clock, then download the instructions.
------------
MANUAL TIME SETTING
In case the atomic clock is not able to detect the WWVB-signal (disturbances, transmitting distance, etc.), the time can be manually set. The clock will then work as a normal Quartz clock. Note: In 12 hours mode the time will be displayed with an additional "PM" for the time from 12:00 noon until 11:59.
1. The hour digits will start flashing on LCD1.
2. Set the desired hours by pressing and releasing the + key followed by pressing the SET key.
3. Now the minute digits will start flashing.
4. Set the desired minutes by pressing and releasing the + key . If the + key is held, the units will increase by 5.
5. Press and release the SET key to move to the "Year Setting".
Note:
The unit will still try and receive the signal every day despite it being manually set. When it does receive the signal, it will change the manually set time into the received time. During reception attempts the WWVB tower icon will flash. If reception has been unsuccessful, then the WWVB tower icon will not appear but reception will still be attempted the next hour.
WWVB reception occurs daily at 12:00 am and 06:00 am. If the reception is not successful at 12:00 am, then the next reception takes place the next hour and so on until 06:00am, or until the reception is successful. If the reception is not successful at 06:00 am, then the next attempt will take place the next day at 12:00 am.
The other times WWVB reception takes place are upon setup and after manual time set exiting mode. Reception is generally not possible during daylight hours due to the interference of the sun.

In cases when confidential faxes are being received, the received document can be stored in the memory and printed at a specified time or when memory reception is set to "Off". A password can be set to spec- ify the starting time or ending time of memory reception, or to cancel the function. The set starting time and end- ing time are valid every day until memory reception is turned off. Choices: On, Off Default: Off Configuration Menu Equivalent: RX SETTING - MEMORY RX MODE

make sure the printer is calibrated. It should feed 1 label only. If it does not default it to force a calibration. hold pause and feed while off then turn on, count to 6 and release the buttons. You also need to set label height and width in the printer driver. Both zebra designer and zebra universial. goto printers and faxes and right click on your printer driver chose properties, this opens up on the general tab.
Configuration changes for current job and Default Configuration changes
There are two places in the driver configuration to change print configuration. In Windows 98, ME, 2000 and XP, go to the "General" tab and click the "Printing Preferences..." button. This menu of configuration parameters are the settings that are in effect for the current print job. Any changes made here will only affect the current, or next, print job. These settings are initialized for each print job from the configuration defaults.
Go to the "Advanced" tab and click the "Printing Defaults..." button. The displayed configuration menu describes the default settings for the driver. These settings are used to set the initial "Printing Preferences..." for new print jobs. It is a convenient place to set parameters that seldom change in you environment. Commonly set default parameters include Printer firmware, Media Settings, Device Options, and Page Size.
On Windows NT, these menus are available when you right click on the printer name in the Printers folder. The pop-up menu contains selections for "Printer Settings" and "Default Settings" which take you to these screens in the driver.
I would guess that you are using either cable or satellite for reception. If that is the case, the signal is already a "digital" one. The digital reception you are attempting to receive is the over-air broadcast signal that was implemented recently. This change-over only effected those using external antenna connections. Cable and satelite systems have not changed.

Manual Time Setting In case the Skyscan Atomic Clock is not able to detect the WWVB-signal (disturbances, transmitting distance, etc.), the time can be manually set. The clock will then work as a normal Quartz clock. Note: In 12 hours mode the time will be displayed with an additional“PM”for the time from 12:00 noon until 11:59. 1. Note: The unit will still try and receive the signal every day despite it being manually set. When it does receive the signal, it will change the manually set time into the received time. During reception attempts the WWVB tower icon will flash. If reception has been unsuccessful, then the WWVB tower icon will not appear but reception will still be attempted the following hour. WWVB time reception takes place from 12:00 am through 6:00 am each day (attempts WWVB reception every full hour within this time frame). When the time signal is received for example at 1:00 am, the Skyscan Atomic Clock will not attempt to receive the WWVB signal for the remaining hours until 6:00 am. Therefore, the next signal attempt will take place between 12:00 am and 6:00 am the next day. The other times WWVB reception takes place, are upon setup and after manual time set exiting mode. Reception is generally not possible during daylight hours due to the interference of the sun.

If it is still messing up start over and default the router. Update the firmware and try again. All else fails and no encryption keys will set.Change the name of your SSID and stop broadcasting the SSID or buy a new router maybe sounds like a software issue updating the firmware could correct though.
