In what way is the screen broken? cracked, distorted picture, no picture but has sound?

If it is cracked. Replacement of screen is expensive. Cheaper to buy a new TV.
If Distorted. Parts linked to the screen can be the culprit. Most common part to fail is the T-con board. Main board may not be sending signal to the T-con board.
If its no picture but has sound. Back lighting has failed which could be several things that can cause that.

without any other details besides "broken" it will be hard for someone to help with diagnosing your problem. We need symptoms like. has sound but no picture. Picture has horizontal or vertical lines. part or half of the screen is black, black borders don't count. Hope the info here has, in some way, helped bring you closer to what to do with your TV.

My Toshiba 32L1300U the sound rattles rattles or like static since the speaker on the bottom maybe it sets too close on the table it sets On Could it be the cord that stream or feed I am using a used cord

When the cones are weak they let the coil on the bottom rub against the magnet. The only solution would be to replace the speakers.
The other possibility is the impedance is incorrect from the device you're feeding into it. In other words let's say you took wire from output that is supposed to go into the a speaker and plug it into the mic jack. This signal is already amplified and went sent through the amplifier in the PC it will be completely distorted.
There are ways to correct this but involves matching transformers. I'm sure you don't want to get into that.
