You have a bad tensioner or a bad motor. The tensioner for the belt can drag the motor. However, what you are describing sounds like the motor is shot. But make sure you are getting correct voltage to dryer and nothing is binding the motor.
Was the belt shredded ( normal wear & tear ) or burnt through which could be a drum bearing or support problem .What does the drum feel like when you turn it by hand is it grinding & lump ? The fact that the motor runs with no load could by the start device faulty these are reasonably cheap to replace this is the small cylinder attached to the side of the motor with two wire connections . if your motor has not got one of these then its the start windings in the motor
How could the belt be in working order if the drum doesn't spin? Check to see if the belt has come off the motor. If the motor runs but your dryer doesn't spin, the belt is off. If the motor runs with the belt on but it still won't spin then you'll have a lot of black smoke because your drum is jammed. In other words, there are a number of things that could be wrong, but not very many.
not a good model number,most likely you have a broken belt as long as it starts,heats but the drum doesn't spin,if you get a buzzing sound and it doesn't start you could have something stuck in the blower wheel,the motor is jammed or the motor is bad,you can open the door,push the door switch in,spin the drum with your other hand and have someone push the start button,if it starts you have a bad motor.
what do you mean it won't fully turn on?do you mean the motor won't run because usually when it humms you either have a bad motor or something is jammed and stopped the motor from spinning.try this,open the door,with one hand hold the door switch in and with the other hand spin the drum,have someone else push the start button while you do this,if it starts the motor is bad,if you can't spin the drum something could be stuck in the blower wheel or the belt broke and could of jammed up the motor but it sounds like you have a bad motor.let me know what you find and next time send the brand name and model number.
With the belt off can you spin the motor freely by hand? If no then the bearings are froze and the motor has to be replaced. If yes and the motor will not start when power is applied then the motor needs to be replaced. If it starts without the belt on but not with, then the drum is bound somewhere and has to be freed.
