If you've already changed out the toner cartridge and the problem persists, then it could be several other parts that are either defective, dirty or blocked.

You may want to contact a certified Xerox technician and have them look at the Imaging Unit Agitator Bar and the Low Toner Sensors for Cyan/Magenta. There could also be a faulty toner supply motor.

Thats a piece of paper being detected when the machine is turned on.
There is a small piece of paper ripped inside the machine, or a paper path sensor has popped out of positioin.

The closest I can find to your description is a U6-0 and the suggestion is to replace the transfer belt assembly,

1. Using the control panel buttons scroll to Maintenance, press OK.
   
2. Scroll to Check Others, press OK.
   
3. Scroll to Fuser, press Reset
