Highly likely the PP-100 software is not compatible with Windows 8. You could try running it in compatibility mode so that it runs as if it's a Windows 7 application. To do that you would need to:
Right click on the program launch icon
(left) Click on "properties"
Choose the "Compatibility" tab
Tick the "Run in compatibilty mode" box
Choose the appropriate operating system
Tick "Run as an administrator" if the option is available
Click "Apply" and then "Ok"
Then try running the program. If it still doesn't work you'll need to contact Epson support to find out if there is a hotfix or new release for the software that will provide compatibility.
