there may be some way of turning pairing on the tracking band or it might do it automatically .
That Model netbook does not have bluetooth capability.You have to order direct from the manufacturer to get the item with the optional item. As it is a option though all the netbboks will have the button for bluetooth etc. http://www.msi.com/product/nb/U135DX.html#/?div=Specification

Some models have a switch that must be turned on to activate it. If your laptop doesn't have Bluetooth built in, you can purchase an adapter that plugs into your USB. The problem you are experiencing is really not a problem but rather lack of information.The iphone4 is only compactible with the apple iphone bluetooth headset,any other bluetooth headset will not work with the iphone4.
Hence,its now obvious to you that the iphone4 and the nokia n95 bluetooth headset are incompactible,therefore i will suggest you get an apple iphone bluetooth headset.
Seems like your Bluetooth and Wifi settings are disabled from BIOS.
On laptops usually there is a setting in BIOS where you can disable/Enable Wifi+Bluetooth.
Shutdown computer
Turn on computer and press "F2" to go to BIOS settings
Find settings for Wifi+Bluetooth and set it to default.
Save settings and restart computer
You will be able to see your Bluetooth and Wifi.

Your dell bluetooth must be turned on before able to pairing with other compatible device. Please check bluetooth switch on your laptop keyboard ( if there is you must turn it on also). Most of bluetooth devices are compatible.So please try again your bluetooth pairing .
To activate the wifi , you must covered at active wifi area / Wlan ( hotspot), then click your internet connection on right below corner ( beside battery sign) and open network and sharing center,then activate your wifi . This wifi will not work if you are outside wifi covered area.
I think the bluetooth key ( if you have bluetooth installed ) could be the FN+F11 key or which ever is the wireless switch on your laptop i believe that both wifi and bluetooth shares the same key
Check first if you hve the bluetooth hardware. go to device manager under conrol panel (classic view).
Check and see if yu have bluetooth listed under device manager, If none, your unit is only BT ready but not capable.
If you can see it under device manager, turn on the wifi switch on the laptop. Find the Bluetooth icon on the notification area(looks like a blue circle with the BT icon), right click on it to enable.
