You need to perform a reset. to do this you'll need to insert a paper clip into the RESET hole on the back of the tablet. Hold the reset in (for about 8 seconds) the tablet will reboot and you should have English again (Assuming the you bought it in a English speaking country.)
I'm afraid you are right. There are too many cheap chines tablets on the market. And when you really don't know what brand or what model, you even can't put in new software. I would send it back or put a complaint on e-bay for that part.
Select settings, on the apps page, scroll down to language etc. and hit, select the language you want, presumably English, then try the phone. or tablet. The machine will now be in English. If you then reset it will probably go back to the language in which you got the phone so do not do it!
