Message "turn power off and on again"

Your camera has dirt in the lens, you need to get someone to take camera apart and clean it. This is very difficult to do if you dont have any knowledge of cameras. You could send to sony, they will repair, around $95 plus shipping. Kind of expensive. Cheaper to buy new camera. But you have nothing to loose by trying to take apart clean and lube lens.
