The TV enters standby mode when there is no signal for 30 seconds. https://docs.sony.com/release/KDL46V3000.pdf
I searched standby using Ctrl+F and found this information. It seems you should be able to bring it out of standby using the power button on the remote. You want to make sure there is an input connected and if it is connected to a PC that the PC isn't telling the TV to go into standby.
Try pressing the input button and changing inputs once you press the power button and the Standby is flashing.
If this doesn't work you may need to contact Sony Support.

I would take that puppy back to store and get exchanged out. According to lemon law. Let me know what happens. Thank you Jay.
SOURCE: Sony KDL-40V3000 standby blinks 13 times.
A service technician arrived at my home this morning and infromed me that 13 blinks indicates a bad LCD panel. His quote to repair it was approximately $500 more than the TV initially cost. I contacted Sony support directly, and they have agreed to replace the TV, since it is less than 30 days out of warranty. The KDL40V3000 has apparently been dicontinued so they are replacing with a KDL40V4100(factory reconditioned). I know this won't necessarily help others with the same problem, but if your warranty ended recently enough they will probably work with you to mitigate the expense.

Since the TV is still receiving power, the problem is going to be with the TV's mainboard. After you unplugged the TV and plugged it back in, you said the power light went out again, so I assume the standby light wasn't flashing again? The flashing standby light is indicating an error code so my suggestion is to contact Sony for service options regardless if there is a warranty or not because service is the only solution to this situation. Don't forget to provide them the error code or 4 flashes repeating.

I just worked on this last week 13 blinks means there is a problem with the backlights. So it can be 1 of 2 things bad inverter board( which costs less than $200) or the panel in which case you can thow the TV away as it will probably cost as much for a new TV.Unfortunately the set I worked on ended up being panel. If you try the inverter board just take your time removing it its plugged in rather tight I gently tapped it out with a screwdriver to get it started.

This also happened to me and may continue to get worse... If it goes away for a while after warming up, then it is the same problem... The LCD panel is probably going out, when that happens the cost to repair it is more than the tv is worth... If it is in warranty then you can have it replaced or fixed.
