Does it give any other message? Such as Operating System Not Found?
Does it beep at all, or continually? It may be the keyboard if it's a continual beeping - you can grab a keyboard fairly cheaply ($10ish) almost anywhere to test. (And if it's not that, you have a backup keyboard.)
Does it make any other noises? Clicking or the like? It may need service, as the drive may have failed.
You may have a stuck key on the keyboard. I hope thats all it is as could be HDD died or motherboard

Since the hard drive was wiped, it's unlikely you will get the function keys to operate exactly as they did from the manufacturer without performing a re-install using Dell's proprietary installation discs.
If you want the pc to work exactly as it did before the discs were wiped, your best option is to order a set of backup discs directly from Dell.

Good day sir/maam, the reson why it froze is caused by a bad memory module, you may need to replace it. Open up your computer and locate the memory modules, remove all memory modules and bring it to a computer vendor for testing. or if you have the cash, better buy a new one. make sure that what you install on your PC be it tested or new is good.

This can be indication that your Harddrive is not being detected by the system. You can try loading the defaults in BIOS or re-detect your harddrive automatically. See if it is listed in the boot devices in BIOS. You can also try to check if power is correctly supplied in the harddrive. Open your CPU box, take out the cables (especially the molex) for the harddrive and put them back in firmly.

Turn on your computer. If your computer is already on, then reboot it.
You need to see the initial display screen to get into the BIOS.
Press the F1 key immediately in one second intervals when you see the initial screen displaying the BIOS provider information.
The majority of Gateway computers use the F1 key.
If, for some reason this does not work, then use the F2.
All of Gateway's desktops use the F1 or F2 keys.
