click the smart bottom for 3 seconds will turn off the device, and click for 8 seconds when the led start blinking then it is ready for pairing , then search for the device on the phone and the password is 0000.
almost all of moto bluetooth headset get this problem. i think H680 is much better that HS850 or H700. i'm using RAZR2 V8 and almost all BT headset have static problem. So i end up with korean's and french's BT headset which have much lower static.
I think your guess is right a new battery may be required but try leaving it on charge for 12hrs or so sometimes if they havn't been used for a long time they go dormant and it takes a realy good charge to get them going
