The charger is working. Your Battery won't take a charge. Does the tablet work when it is plugged in? If so, your battery is not holding a charge anymore. Low budget tablets are famous for this. My daughter has had two that are dead. Both a little over a year old. You can take it to the Microsoft store and see if they have another charger and see if it charges. Otherwise it's the battery.
Connect the IPAD to the changer to charge overnight. It will needs many hours of charge to replenish a totally flat battery before it will turn on. If it still would not turn on, you will need to do a "hard reset".
pull the battery out and unplug the power changer hold the enter key for one full minute then install battery see what charge amount says if half way drain it till compter shuts off then charge, if it does not fix the problem the battery is dead.Rate if this was helpful.
