Before I cleaned the drum the copies were basically fine with a couple of spots on the page here and there. Now the copies are black and smudgy along more than one half of the page. A lot of loose powder came out of the drum when I removed the cartridge.

The developer drum has a electrostatic coating material that holds the toner until the paper that is opposite charge pulls the toner off. If you wiped the drum unit to clean it, chances are that you damaged this electrostatic coating and killed the drum. You should never touch the drum surface or wipe it off because of this coating. At this point the only thing to do is buy a replacement drum.

Clean the corona wire, reclean the drum, check the toner cartridge. The cartridge may not be positioned properly, causing extra toner to be displaced.
