Want to install Quicken Deluxe 99 on Windows 7

It should do as you describe. I have read about multiple users but have not used this feature. I have created multiple quicken files in the past. I dont know of any reason why you couldn't have two Quicken files (Data files Im talking about) accessible to youur users.

Do you do this on a network?

Remove all previous versions of Quicken. Reinstall your 2008.

m not sure but u can give this a try......right click on the icon go to properties ------compatibility-------click on run this prog in compatibility mode-----select the operating system that you use to run the prog currently

This will occur if you have any very long security symbols -- it happened to me when I entered some of the new option symbols which can run 20 characters or more. I did not check to see exactly how long they can be but editing the security list and reducing them to 15 characters or less solved the problem.
