If the power light is flashing either yellow or orange and you do not hear any fans turn on, your power supply is defective. Contact Dell if you are still under warranty and if not, there are many 3rd party sites, like http://www.pcconnection.com, that you can purchase a new one.

You need to have the Power Supply replaced on your Dell. Don't even think about repairing a power supply it caries dangerous voltages and you can get seriously injured. So just take the Dell to a Certified A + Technician Shop near where you live Local shops will often work with you if you do upgrades and repairs with them Good Luck! If you fel you can do this repair be sure to ground yourself so you dont short out your Motherboard components. and remove tyehb screws from the power supply and detach the power cables from the motherboard and hard drive and other drives optical drives CDRWs then replace and reconnect the new power supply dont buy the cheapest one getb a power supply rated higher than yoiur current one so that when you upgrade the system there is enough power there to run all the drives and devices. If the power light is blinking amber, the computer is receiving electrical power, but an internal power problem might occur.
Ensure that the voltage selection switch is set to match the AC power at your location, if applicable.
Ensure that the processor power cable is securely connected to the system board.

rmove the memory from the slot and clean it with a neat cloth and insert and switch on the computer if still not working remove the processor heat sink and clean it with a cloth apply some thin layer of heatsink solvent and fix them tightly also remove the cmos battery from the motherboard and switch on the computer then shutdown the computer and replace camos battery

A blinking amber/orange light on the power button of your Dell Optiplex means a hardware failure. If you know how to strip down your computer to basic component, then I suggest you turn on with only the motherboard, processor, memory and PSU. If you are not familiar with this, I suggest you bring the computer to a qualified technician.
