It might be as simple as Frozen Panes.
Go Window / Unfreeze Panes and see whether that fixes your problem for you.

Try to open the Excel in safe mode and check the issue. You can open excel in safe mode by holding the Ctrl key and click on Excel icon.

If Excel opens in safe mode then add-ins may cause the problem.

Refer the below link and disable the add-ins:

You've probably "frozen" your pane. "Freeze Panes" is a feature which allows you to keep one or more left-hand columns or top rows visible while you scroll through your worksheet.

You didn't say which version of Excel your're using, but in Excel 2007, you can either freeze the Row 1, Column A, or any number of rows and columns based on which cell is selected (i.e., where your cursor is) when you click on "Freeze Panes."

In Excel 2007*, the way to fix this would be to click on the "View" tab, then the "Freeze Panes" icon, which will give you several choices. Click on "Unfreeze Panes." There you go.

* The steps are similar in other versions.

Not able to scroll on my excel sheet

It's only in Excel you can't scroll? Can you scroll from side to side? If you have Excel 2003, try to press the "window" tab on the top and if the freeze pane is checked, uncheck it. Or if it says unfreeze pane, press that one. Hope this helps :)

Scroll lock in excel 2007

When SCROLL LOCK is on, "SCRL" appears on the Excel status bar. If you press the arrow keys when SCROLL LOCK is on, you scroll one row up or one row down. Or, you scroll one column to the left or one column to the right. To use the arrow keys to move between cells, you must turn SCROLL LOCK off.
