To connect your RCA tablet to Wifi, drag down the right side of your screen to quickly access settings icon. Click the icon so the settings page will open. Slide the Wifi button to the right to switch it on. Scan the wifi network that you wish to connect to and you will be asked for the password or key. Once you are connected you will see the wifi logo will turn to the color blue.
The information included with your question says that you have a 3G iPad, but it does not indicate that you have WiFi. If you have WiFi, touch the Settings app and, if WiFi appears, make sure that you are logged into a local WiFi network. If you have a 3G-only iPad, you must arrange for 3G service with your current, or another, phone provider. 3G service is considerably slower, and more expensive, than WiFi.
If your WiFi is ON then the station ID should be showing when you look for a wifi signal with your tablet.
You should configure the Access Point with a new password and then attempt to log in with that new password.
You may need to uninstall the driver for the wifi on your tablet and re-install it using a new driver.

If you enter the correct pass code for that "site" What you call a site is a wifi router or hotspot. When you own one and did set it up, you should look in the manual, what code you gave it.
Step 1Ensure the Wi-Fi and Low Power button located on the top of the device is not in the Off position. This will completely shut off your Wi-Fi adaptor and prevent you from connecting to the network.
Step 2Press the power button on the left side of the device and allow the Pandigital Novel to detect local network connections. If you can't find a local connection, you may be out of range and should move closer to the wireless router until the device detects the network.
Step 3Tap the name of the Wi-Fi network from the provided connection list. If the network has a lock icon next to the name, this means you will need the network security password to log in.
Step 4Enter the security password if prompted, and then tap "Connect."
Step 5Tap the "Next" button to reconnect to the Wi-Fi connection.
Step 6Tap the "Web" button from the main menu if you are attempting to connect to a public hotspot. This will launch the Web browser where you can enter any log in information required to obtain an Internet connection at the hot spot.
Are you absolutely sure you're using the correct email address and password? Similar things have happened to me, only to find out it was a wrong or outdated password. If you're positive it's correct, try deleting and reinstalling the Facebook app by going to the home screen and pressing and holding the Facebook icon until the icons start wiggling and an X appears on it, then tapping the X. Next, simply go to the App Store and download Facebook again.
If you have the same problem after trying this, maybe try logging into Facebook from somewhere else. If you can log in from other places but not on the iPad, make sure you can get on other websites such as Google on it, just in case it's a connection issue. I hope this helps :)
Deleting apps on the iPad is very easy. Just touch and hold on the icon of the app you want to delete. The icons will begin to "wiggle" a bit and a small "X" will appear on the top left of the icon.
Tap the small "X" and a confirmation window will appear asking if you are sure you want to remove the app. Confirm you want to delete the app and it will be removed.
