Should find a video to test the compressor with a multimeter--this is the one I used. The compressor on mine was fine but the switch was bad--two dollars and some change, free shipping. Although mine was on a compact fridge the same components are present in your model. If the compressor is bad and this is a several thousand dollar fridge I would suggest having a professional replace the compressor for you.

Is this a side by side fridge freezer? Most Whirlpool models with LCD display on front- reset filter indicator to display 99% by pressing and holding 'OK' button until filter resets to 99%. If you have a different model, or of this doesn't work, advise on model number and I can instruct further
Because this occurred as a result of a power outage, you need to check that the outlet is OK. Plug something in the outlet like a lamp and see that it works normally. If that is OK, check the display for a light bulb that is burned out--incandescant bulbs do that occasionally in a power outage. If it is an LCD or LED display, the power supply is bad on the display board. Is the motor humming and making normal noises?--and your freezer is just not cooling? If no motor noise, look for a reliable and trustworthy appliance repair person. If the damage is costly, try to pursue a claim with the power company.
Check the vents of your fridge side if present, if no air then may be your blower not working or some ice formation that blocks the air(try defrosting). Check also your vents for obstruction or overloaded with stocks.
