Turn off set, unplug power. Remove back cover. On brown circuit board left of center, unplug connector PJ63A. Plug in power, but don't electrocute yourself! If you no longer get the continuously blinking red light, hit the power button. If it comes on, the SEINE module is bad and must be replaced.

SOURCE: TV will not turn on Yellow power ind. Light blinks

You can't by-pass a seine module. This is a control module. They are difficult to obtain also.

Toshiba Regza 37in - 37HL17
TV will not turn on Yellow power ind. Light blinks three times...
Fixed with a firmware update (hard to believe, but true). Search Google for a file named: 2007SEN069.zip (don't worry if the page you find it on doesn't mention the 37HL17 - it worked fine). Unzip the file, and copy the 3 folders and 3 files to the root of a small SD card. The SD card MUST be 2GB or less in size (I used a 1GB card), and it MUST be formatted with FAT-16 (not FAT-32). Mine was pre-formatted as FAT (FAT-16). The SD port is on the back of the TV behind a cover plate near the power cable. You do NOT need to remove the back cover of the TV, just the small cover plate (1 screw). UNPLUG the TV; remove the cover plate; insert the SD card (prepped as explained above); Plug in the TV; Watch the yellow lights blink, then turn blue, then go dark; UNPLUG the TV; remove the SD Card and replace the cover; Plug in the TV; Yellow lights will blink a few times (this is normal); when blinking stops, turn on the TV and you should be good to go. :-)
Pictures attached are from a Toshiba software upgrade bulletin I found online.

Toshiba 50hp95 will not respond and has flashing red power light. It seems many people have this problem, what's the solution? We have tried all the Toshiba suggestions.

My 50hp95 had the same problem; the red power light is flashing and the tv will not turn on. I unplug the power and plug it back in and the TV clicks, but the power light continues to flash red. My problem was a bad Seine module which you can bypass if you do not need to watch HD off air programming. Since I get my HD from the cable, I can bypass it. All you need to do is remove the back panel from the TV (unplug the TV first) and on the main circuit board unplug the white connector labeled PJ63A. The main circuit board is the one in the center of the TV and the PJ63A connector is the bottom white connector on the left side of the main circuit board (the label is printed in white on the circuit board under the connector). Once I plugged the TV back in it worked immediately.

Power ligh blinking no picture no sound

I had the same problem, it is usually the SEINE module. this unit is about 350 to 400 and they only come refurbished. You can bypass this module which is what I did and it worked sweet, and I have 2 hpx 95s they were both the same problem. This module is for HD off air only so if you are using that then you need a new one if you have cable or satellite save the money and remove the back of the TV and disconnect the module. Give the TV about 3-4 mins to reboot and HELLO TV.

Red light flashing. TV wont start.

Bypass the SEINE module if you know how. If you use off air HD you will have to get a new module.

Power led blinks but no picture or sound

Had the same problem myself. Took some doing but I managed to find a service bulletin that I downloaded. The problem is with the siene module and all you need to do is unplug connector JP63A from the main board and your TV will work again.
Take the back off the TV (there are a lot of screws) and look on the left hand side of the main circuit board that is mounted in the center of the TV. You will see a small white connector that is labelled JP63A, simply unplug it. Plug the TV back in and let it reboot. That's it, should be able to watch immediately.

TV turned itself off, won't turn back on

I had the same issue with my 42HP95 after about two and a half years. Same symptom, red flashing power light, reset doesn't work and most of all, the last day of the Ryder Cup starts in 3 hours. Any other time (with exception of SuperBowl Sunday). I frantically searched the web for like symptoms and came across someone that posted the fix was to bypass the Seine Module but I had no clue what that was! So what do you do? Tear off the back of the TV and look for something that says Seine on it... Right! After that failed and 500 screws later, I decided to look for a Service Manual online. Nothing like RTFM (Google it!). I paid my $11.99 for a download Service-Manual.Net and found what appeared to be the Seine Module (SEIN). Through a little trial and error, here is what I came up with. The pic below shows the location of the said Module in the red rectangle.

78c6772.jpg I ultimately found that if I unplugged the connector from the module (in red circle) and put it in the cable management loop (other red circle), the TV would power on and has been working ever since.

According to the post I read (grains of salt) the SEINE Module is only needed if you are using coaxial type (rabbit ear) antenna. I personally don't know but it works for me. Granted, this is my experience and may not work for you but for $12, I am a happy camper. BTW, what a Ryder Cup!!! USA USA USA!!!
