SOURCE: My laptop will not go past the initial starting up

Power drain would be a better solution in this case. 1.first shut down the comp 2.unplug the charger 3. remove the battery and after press and hold the power button for 60 seconds without any charger and the battery. After the 60 seconds replug the battery and the charger and turn the computer .

I want to restore my computer back to its original factory settings

When booting up your computer you can access this option before startup.
Right after turning computer on, before it even hits the boot screen logo with Windows,
Press Ctrl+F11
This should open up the menu for you to access system restore/factory setting reset.

Hope this helps! This solution may vary from computer to computer, so if it doesn't work for you, provide me with specifics and I should be able to find an exact answer.
Best of luck :)

if you want to restore the computer to the factory settings.
restart the comptuer. immediately hold down the CONTROL key and start tapping F11 key.
Note : all of the data and software would be lost. Your computer will be restored to factory settings like a newly brought system.
IF this does work then go to bios, and make cd rom as the first boot devices, hit f10. now, hit "escape" once and select, "save" and hit enter.
Now, comptuer will be restarted. Now,start tapping space bar, It will boot from the disk.
else restart the computer and again start tapping spacebar at the startup.

Won't startup(dell desktop 4600)

Attempt to boot the machine in Safe-Mode.
While powering up continuously hit F8.
You will get a Boot Option Menu
Select Safe-Mode boot

If this works for you, you should use MSCONFIG to remove some start up items.

Start > Run > MSCONFIG and then go to the Startup tab and un-check entrys of programs you dont need starting up in the begining.

As far as what was deleted, this could be these simple steps.
