Does this have an SD card installed? If so it might be corrupted or failing. If not, try a hard shutdown or of you have access to battery area remove battery for a minute then reinstall battery and power tablet back up. One other option would be to go into download and delete any failed downloads and try them again.
The battery saver app may turn off the network connection on the tablet once it detects a period of network inactivity in order to save battery power. When that happens, re-establish the network connection on your tablet.

Does your tablet have an LED to indicate it's being powered? If so, it must be the pen.
Does your pen have an internal battery? If so, it's time to replace it.
