When its on, the tablet scrolls though everything showing on the screen and announces each thing. "time, "slide to open", "name", "settings", etc, etc Keeps repeating. Cant turn it off, even with Siri turned off !
Try going into your settings, under "General" look for Accessibility... Check to see if "voice-over" is active. If so turn it and any other items that may be active (green) to the "off" setting. Hope this helps!

Sounds like you have the voice over feature turned on, go to settings, scroll down to access ability, go to voice over and slide the switch off that will solve your problem
Settings / General / Accessibility
VoiceOver -> OFF
Speak Selection -> OFF
Speak Auto-text -> OFF
Unless you have some disability that requires special features from iOS, you can usually turn off, or set to "default", all the Accessibility options.
(In iOS 7, the Larger Text or Bold Text options are useful for some small screens - like the iPhone)
