Some toshiba laptops have trouble with the touchpad locking up. I have tried using a wireless mouse and it has helped whenever the touchpad locks up. to unlock (I'm assuming you mean log in) you can click space instead of using the mouse.
Do you have a micro USB device plugged in. Some touch pads automatically disable if you plug in any type of USB mouse device. You can also go into the device manager and uninstall the pad (do not use the delete/remove drivers option), then reboot. Windows will reinstall the device, and sometimes that fixes issues. Or do like it do and use a wireless mouse. I hate those touch pads anyway. ;-)
how do you know that it is lock, in my experience cursor can become defective in time and need to be replace. check in control panel> keyboard if there is an option for you there to unlock it. there are also built in controls in some laptop which makes part of keyboard disabled when external mouse/keyboard/touchpad is present try first to remove those
If you mean unlock keyboard... Press Ctrl, Alt, Del keys at the same time and then type in you sign on password if you have one. If not, just hit the okay/continue button icon on the screen with the mouse click.
