I'm sorry to hear that, but I think you should bring that up with the distributor or the store where you got it from. I have an Osaki as well, and I have never had a bad experience with it. I got the https://themodernback.com/ Osaki OS-Pro Maxim, and it's amazing. They even assisted me when they delivered it. If you don't get support from the merchant, you should probably find a new one.
Test the resistor for continuity if it has a continuity readind with the power off then it is bad, you can get the replacement parts at radio shack and change the fuse and the resistor out with a soldering gun.
