Assuming that the WiFi is working around the house with other devices like iPhone / iPad and other computers?
The Westinghouse TV is just another device connecting to your Home Network via a WiFi Signal. Unless it uses a dedicated Ethernet Cable at the back of the set > to Modem Router Box.
So... the problem would require setting up the Westinghouse smart TV with the necessary settings.
Netflix is just a web site and will become available when the TV connects to your Network & External Internet GateWay.
First, you need to know your WiFi Name & Password.
I find it easier to use the iPhone as a test device to check the WiFi signal and set up details first. To Test Password etc.
There is a helpful tool on the App Store called iNet - Network Scanner - See Below
So... you must find the settings for Network on your smart tv.
Setting the tv for DHCP is allowing it to Automatically search for an internet connection. Thats what most people do.
Just choose your WiFi name (SSID) & Password.
But... you can choose your own IP addresses if you like to keep all your devices on a known address.
Eg. Your Router or Modem Box Gateway address 192.168.1.1
Each of the other devices have a unique address.
Computer 1 192.168.1.10
Computer 2 192.168.1.20
Camera 1 192.168.1.100
SmartPhone 192.168.1.130
You can use the end numbers between 1 & 255
Your Gateway might also use another IP Group e.g. 10.0.0.0
Your really only interested in making the last numbers different from each other.
Connecting your iPhone to the internet is an easy process. You just simply use any application on your iPhone which uses internet service.
Your iPhone can either use WiFi or Cellular for internet access.
- A WiFi network is simply a wireless network. You can find them at coffee shops, libraries or even at your house if you a router setup for wireless access.
- Cellular data networks allow Internet connectivity over the cellular network. Check your carrier's network coverage in your area for availability.
When you use an application on your iPhone that requires internet service it will either connect to the last WiFi network used, or if that network is not available it will list all available networks in range. You can simply tap on the network you wish to join and it will connect. If the network requires a password it will show a lock icon. If no Wifi networks are available your iPhone will connect over the cellular data network and fees may apply.
To see all the Wi-Fi networks in range, from the Home screen choose Settings > Wi-Fi. Tap a network to join it.

It sounds like it may be problem with the WiFi circuits in your laptop.
Have you tried getting support direct from Acer?
I would try getting someone with a desktop linked to an on line internet through a router. Then getting him to add you to his local network If that does not make a steady connection, you definitely have a laptop fault.

you could try and do a restore to the last date it all worked fine.
or see if starting up in safe mode might help you find out.but i would try the restore first.
have you got two dhcp servers running ?
turn off dhcp server in wireless router
and use the one in the Thomson TWG850-4 Residential Voice Gateway.
make sure ip address in wireless router is different to the Thomson TWG850-4 Residential Voice Gateway. make it one higher on last digit of ip address
make sure dhcp does not lease out this ip address.
All phones use more energy when connected to WiFi. In order to preserve battery life, shut down your WiFi unless you need it. Find Settings>Wireless and Networks , and uncheck the WiFi box.
Ok, the next time when the disconnection occurs. Try the following:
Open command prompt. And try pinging www.google.com, if the ping is successful and you are still unable to access the internet, then you may want to check the proxy settings on your web broswer, or possibly repair/reinstall the browser. You can also try accessing the internet on a different browser.
If you are unable to ping google successfully, then try to ping the IP address of your wifi modem, this is your default gateway. If you are unable to ping this address successfully, then check the cable from the DES-1008D switch to the wifi modem. As a local area connection 'connected' just shows that the link from your PC to switch is fine.
Please try these steps and let me know the results.
