If you mean the chrome extension panel that fills the area between the rear of the dash and the back of the tank, then yes, you will remove it and not use it.
Most I have seen goes under the dash, so you will need to remove it to install the bib then reinstall the dash with it's rubber gasket.
It's not the sprinkler. The valve is not seating completely. You will notice the sprinkler it is leaking from is the lowest one in that particular zone. Don't take it out on the sprinkler it's not his fault. Think of it as if you didn't shut a hose bib off completely the leak doesn't drip at the bib it shows up at the end of the garden hose. Same principal. The valve is the hose bib.
SOUND LIKE YOU NEED TO DRAIN AND FLUSH YOUR WATER HEATER TANK. THERE IS A HOSE BIB AT THE BOTTOM OF THE TANK. RUN A HOSE FROM IT TO A DRAIN OR OUTSIDE. SHUT OFF THE COLD WATER INLET VALVE AND OPEN THE HOSE BIB. OPEN HOT FIXTURES IN THE HOUSE.CHECK THE DRAINING WATER FOR CLARITY. IF CLEAR OPEN THE INLET VALVE AND LET IT FLUSH(YOU MAY GET MORE DISCOLORED WATER, RUN UNTIL CLEAR). SHUT HOT WATER FIXTURES, CLOSE THE HOSE BIB AND LET TANK REFILL.

Turn the boiler off. Connect a garden hose to the drain bib. Shut the water supply valve off. Open the drain bib and drain boiler. Close drain bib and open supply valve. When boiler is full, go to the farthest faucet and open the hot water and let run. Go back to supply valve and turn off and on a couple of times rapidly this will "bounce" sediment loose. Repeat above twice.
Get yourself what is called a "Frost Proof" hose bib. This puts the shutoff valve in the assembly well inside the cellar so insulation will not be a concern. I believe they come in two different lengths so get the longest one. Make sure you have a shutoff installed in the supply pipe (it should already be there) so you can shut off the water completely to the hose bib.

ok this is an easy one. you have what is called a frost free hose bib. this is split or has a hole in it after the seat. the seat is inside the house wall. you need to cut off the copper inside the house and replace the valve . if it is not a solder joint than have someone hold back on the copper on the inside and you should be able to spin it off and replace it. P.S if this is the case make sure you use T-tape on the threaded conection
