This Van has a system in it called delayed exit, this means the radio and other accessories stay on for a time as long as none of the doors are opened, when the door is opened the module senses that switch in the door is activated and shuts everything off. The easy way to test this is open the passenger door, if all shuts off you found the problem, the driver door switch is defective. the switch is attached to the door lock inside the door.
Does it turn off when you open the driver side door? If so, that's normal. My car also keeps the radio on when the key is taken out of the ignition until I open the driver side door. If the driver side door is not opened then the radio will only stay on for 8 or 10 minutes though. If it's not turning off ever, even when you open the door, then I don't know what's wrong with it. If your key is off, this is normal operation for most cars. The accessory wire to the radio will stay hot with the key off for some time (maybe an hour), unless you open the door. If you want it to stay on, leave key in accessory position.
U have a defective door ajar switch most likely, if this switch remains closed then the delayed exit feature stays on, this means the radio will stay on because the delayed exit module didn't sense the door was opened, try opening the passenger door to confirm this problem, any door should turn off the radio
The reason the radio is staying on is the retained accessory power not shutting down when the driver's door is opened. You can verify this by opening the door with the key on, if the door ajar light on the instrument panel does not light up the switch in the door latch is defective. You will need to replace the door latch.
