What would cause my scanner to make background noise all the time,except when there is an incoming signal. i've tried turning the sq, but it does'nt stop the noise.

SOURCE: It will not scan.

I think you are receive a data transmission or it is a frequency associated with some other local source like a satellite dish for example, just lock it out.

Turn up your SQUELCH button when no one is talking until the static noise just goes away.

Now your set will remain quiet until someone talks.

If you set the squelch too high it will also cut out the people talking, so always try to have it set just slightly above the background static level.

Take this tv set test it with other tv incomming tv signal cable in ur house or take another tv test this incomming broadcasting signal cable.If it is the tv,not the incomming broadcasting signal cable.The tv Tuner signal board is the causes and it is dying.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish tv Tuner signal board for the replacemennt.

DVD movie background sound too loud to comfortably watch!

on some dvd players and surround sound systems have a thing called DRC (dynamic range compression) you can us that and it will help it a little. i have come across the same problem but im after a digital on to run with plex or vlc on a mac. im having to route it through protools to use a compressor on there, but thats eating my resources.

Fuzzy background on tv picture

This is probably a combination of 2 things. In both causes 1 and 2 below, I would suggest checking the TV with a BluRay Player with BluRay disc connected using an HDMI Cable. If you complain about this, then the TV is probably not that great. Expect a $200 jump to a better model at the least (but this depends on what you have now). Honestly, this is fairly normal and wont change much with the next TV.

CAUSE 1: Motion BLUR
Motion blur occurs when fast moving objects are displayed on LCD TVs. Basically, it takes time for the LED lights that make up the picture to turn ON and OFF, when and object shown on the TV is moving faster than the LCD TV can turn these lights ON and OFF, you see the trail left behind as the lights dim to OFF. This look like blur because you see the current image and the trail of the old images. 120HZ and 240HZ LCD TV are supposed to improve this but honestly, they are at times 300+ dollars more and not really worth it. Very little difference except in some few cases.

CAUSE 2: Digital TV
Digital signals are hit or miss. Good or BAD. If you are watching Cable, Satelite or Antenna; it is likely you are seeing some BLOCK NOISE. This block noise is caused by missing information or Noise in the video signal. This will cause the picture to Pixilate (you see blocks and things start looking blurry too). This happens with poor signals. This also happens with the HD channels when they have more information than bandwidth (more data than that have space to send it...image shoving an elephant into a VolksWagon Beetle)

Get yourself a new Battery, and A New AC Adapter.
Before you do extensive damage to your Motherboard If You Have,nt Already.
If you know you,ve got faults, Then They Need Repairing Urgently.

Grayblue Background on scans

A color scan will give real output as it is. If the background is grey, the output will also be grey. If you select 256 Color output, there may be small change in color, as compared to the original. If you select grey output, all colors will be converted to Grey. If these files are converted to PDF, it will be same, except in ODF format.

If you select B&W you can save the file in TIFF format. Unlike grey or color, each pixel can be either black or white only. To scan in black and white you must select right brightness. By doing os you can eliminate background (technically noise) and capture foreground(data)
