Unfortunately, as the camera is over six years old now, it is unlikely that a driver will be available. For a firmware update, check on the manufacturer's website.
The best way to transfer your images is to put the media card into a separate USB card reader, which Windows 10 should treat as just another disc drive.

Can't turn on

I have similar issue. The batteries were left in the camera for more than a month. After battery recharge it worked for few snaps and stopped working while taking a snap. After that I tried charging battery but it seems to not work anymore. I suspect battery is dead. I have ordered new batteries, lets see if that makes it work.

You don't need any special software.
The best way to download videos (and pictures) from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy videos and pictures from the card to the computer's hard drive, the same way you copy any other files. Or, despite what I said first, you can use any photo/video cataloging program, such as Windows Photo Gallery, Windows Movie Maker, iPhoto, iMovie, or Picasa.

In my opinion, your best best is the Lumix LX3. It's all around a higher quality camera than the FZ40 and it has a lot of features that I think work well for amateur photographers. It will definitely do better at nighttime. Also in terms of carrying space, the LX3 is much smaller and easier to fit.

As a pro photographer, this is the type of point and shoot that I would purchase if I was in the market for one in that price range. If I was going to go up in cost a bit, I'd probably purchase the Canon G12.

How do i delete photos from my Lumix camera

For one pic at a time, bring up the pic you want to delete and press the button with the trash can icon. Follow the on-screen instructions. To delete all pictures at once, just go into the menu and find "format"...follow the on-screen instructions.
