Try this....
1: Turn off power and remove toner/drum
2: Tape the little spring loaded lever just inside the printer on the upper left hand side in the *DOWN* position! Do not replace drum yet and...
3: Turn power on to printer and let it cycle. Status/Toner lights will come on as usual.
4: Turn off printer, remove tape from lever, replace drum and turn back on.

I had this issue and I used a small (.5 x .5 in.) piece of black electrical tape to cover the sensor hole on the non-gear side of the cartridge. By covering the hole the printer is fooled into thinking the hopper is full of toner.
