It is normal for a washer to spin and spray fresh water over the clothes during rinse period. I don’t know why it would leave clothes wet. Look at your options. See if you can turn off rinse n spin to just spin.

If the machine has drained the water out and clothes are still damp after spinning,there may be something caught in the hose from the bowl to the pump, or not reaching the correct spin speed.Does the machine sound different.Let me know how you went.
Turn off your water supply valves and remove the water lines one at a time. Shine a flash lite in the water valve and see if the small screens are plugged with debris. These can be removed with needle nose pliers and cleaned. Replace and try it again. If the noise continues you need a new valve.
