I would say its most likely the power supply. Quite often after a power surge this can happen. Another option could be that the surge just blew the fuse on the power supply board and replacing that may be all you need. That said, usually you will get no signs of life at all if the fuse blows.
Power board isn't the issue. Its the digital board and/or bad panel. As much as I love to repair things, Vizio is one company who isnt worth it. I have seen 14month old TVs with bad panels. The E470VL is a known problem TV. The panel is probably shorted and its keeping the digital board in protection which is keeping the power supply from starting. Its really frustrating. I wish Vizio would stop making such sub-par equipment.
It is a common problem for this TV, it uses a Sharp LED display panel. The problem is the data buffer IC inside the panel ether shorted, or burned open.
Vizio offers a extended exchange warranty if you have the original sale slip.

Grant your TV needs an inverter board. This inverter is in the power supply. There are two different (power supply) boards, depending on your particular model You will need to take the back cover off and see which one is. Part #0500-0450-1010 or 0500-0407-1010. There are at least two power supplies in any set with remote capabilities; one is on any time the set is plugged into AC and is supplying that indicator and the receiving circuit of the remote, otherwise it wouldn't turn on under normal conditions.
The second power supply produces the needed service voltages used when the set is in use.
This second supply is a common failure in many sets and it is generally traceable to poor design and the use of low-quality components of a certain type.
Vizio may have a repair or exchange program through their service center.
I would guess the cost will be between $50-$150 and you might remove the back panel of the set and look for a smaller board with larger-than-average parts on it and is related to the AC cord coming in.
It should be fairly easy to remove and replace as these are often outsourced and just plugged into the rest of the set with dissimilar plugs making it simple to install and reinstall.
It may well be the power supply. Filter capacitors have a nasty tendency of blowing, as well as voltage control ICs. If the filter blows, you end up with a shaky DC signal that can't be effectively used by digital components (which make up about 80% of modern TV circuits). If you're within warranty/exchange then go for the manufacturer. If not, and you're comfortable with opening these things, then you can carefully (after unplugging and allowing it to discharge) take a glance inside. If any capacitor(s) are visibly blown out, then there's your problem.
Actually, it is a failing component. Quick scene changes often place demands on the power supply. I would guess that the noise is more prevelant when the scenes change from darker ones to lighter ones. Since this set is so new, request a warranty exchange. This set needs to be serviced. Return it to the place of purchase and ask for a replacement. Usually if the set is less than 30 days old, they just exchange it for you.
Highly likely a main power supply failure.
Leave the unit unplugged overnight, remove the back panel and look for an assembly with larger components on it.
Some cylindrical (capacitors) some block-shaped (chokes and transformers).
There should be an assembly number on it or Vizio can tell you which supply you need for your model and serial number.
I would ask if they have a repair or exchange program but they don't really want to fix things, just build and sell them.
