Tv was given to me as is without the remote. There is no sound or video when plugged in & powered on. The red led in the front blinks 18-20 times. As far as I can tell, there are no differences between the rate of blinking (no significant pauses or acceleration of the blinks). I've looked up blink codes for Magnavox & can't match up the codes given & the ones present on my tv.

The high voltage does come up but the set goes into shutdown because is sensing a problem somewhere in the set,the shutdown circuit gets activated when the high voltage is too high, a problem in the horizontal deflection circuit or because there is a problem in the secondary of the output transformer, this transformer helps develop voltages supplies and if one is missing the set senses the problem and shutsdown, there is another possibility and is related to the picture tube, there is a resistor in the crt board ,it should measure 51 ohms only ,sometimes it opens up and gives you same symptom. If you are familiar with tv service you can check this resistor and be alert of the other possibilities,if you are not too familiar be safe and get assistance from a servicer. Let Us know how it goes,or if you need more information.
SOURCE: TV making ticking sound when turned on
most times I hear that ticking its the high voltage failure ...most likely a shorted HOT fallowed by flyback. the ticking is your shut-down engaged.

Clarification : Your set is a 25" ( 25 TR19 C 225 )......
1) In horiz drive circuit, check / replace bad 47mf / 25v capacitor
2)In same area, locate and replace bad transistors ....usually
a little over-heated in that area of PC board....look with magnifier
numbers are 327-25 = BC-328 and 337-25 = BC-338
3) Solder any / all bad connections...............................T.
SOURCE: Actually Philips 20PF5320/01 Fault no power, blinking LED
If the TV has sound and no picture, it might be the timer settings. There is a fix for Philips 20PF5320 here

SOURCE: Philips 42PF5321D/37 Error Codes
replacing ssb for 4 blink error was correct as error is communication failure specific to micro processor on ssb. getting an alternate error after replacing ssb would suggest either wrong ssb or defective ssb. verify vendor number on ssb tuner on original and new ssb and if same reorder that board and if not order per original board
