SOURCE: transmits but doesnt receive
If the meter shows that it's receiving something, the microphone may be the problem. Another possibility is the speaker & plugging an external speaker in would confirm this. Aslo make sure the squelch control is turned all the way to the left (counter-clockwise) & the RF gain is turned to the right (clockwise).

1 why would you change the finals?? Have you checked you antenna? How are your SWR's? Crappy antenna's cause a lot of problems.
Use an external meter to see what the SWR is, and see what the output is PEP. If its low, then there is something wrong. If it is High, change the mic and turn up the dynamic all the way.
Next. Have you been messing around in there?? Tryin to get more wattage? You turned VR4? If you thought you were turning it up by turning it all the way to the right, you turned it all the way down. Turn it all the way to the left.

There are a few different things that can cause this problem. 1: If it is a power microphone (a microphone that requires a battery). Try replacing the battery. 2: Broken wires that go from the microphone to the plug that plugs into the radio.You can try gently taking the plug apart and inspecting the wires. If only one has come loose, you can re solder it to the pin it came from. If more than one has come loose, find a wiring schematic for the radio that tells which wire goes to which pin and re solder appropriately. 3:Have the SWR's checked on the antenna. If the SWR's are to high and the radio has been being used in this fashion, it could have burned up the transmit finals in the radio. If this is the case, you will need to take it to a reputable radio repair facility to have fixed.

I know this is going to sound stupid but if you hit or should I say tap ot it will it transmit. If so then you have a bad soilder some where on the board if not its probably your voltage regulator gone bad.

Motorboating is usually a faulty electrolytic capacitor of large value, usually around the audio output sections, also have a check of the power supply too. Check the power to the PLL, too.
