Take the battery out. Unplug the charger from the computer. Press the On button for 30 seconds. Then plug the charger in. If it works, then put the battery back in and you're in business again.
If it still can't work, perhaps the charger you bought is a dead one, just contact the seller to get a replacement one after all you have used it for about a few minutes. If you don't believe in that seller, just contact them for the refund and go to other vendor for a new adapter. I recommend the following one for you: http://www.chargerbuy.com/replacement-acer-aspire-5739g-ac-adapter-19v-4-74a.html
Don't do that if you are not good for repairing laptop. That will damage your laptop and be dangerous.
Either repair your laptop adapter or buy a new adapter. If you can't let your laptop charger repaired by yourself, you had better replace a new charger. If you are on a budget on a new charger, consider buying a third party charger:Intocircuit Acer Aspire 5251 AC Adapter 65Watt 19V 3.42A
How do you know the ac adapter is working? Just because the light on the ac adapter is on doesn't mean it's working. Does it work with the ac adapter plugged in? Just not charging the battery. If in the first case just buy a new ac adapter and see if it works, most are affordable some not so much. If the battery isn't charging then you will have to shop for a new battery. If both of those are good then you have either a bad ac plug on your laptop, or motherboard issues. Hope this helps, if you have more questions just reply and I will try to help.
There appeared strong possibility that you need a new ac adapter. What's your laptop model and the part number of original adapter? Do a search with these info. It's very easy. Try this site: Acer AC Adapter

One
of two common possible problems. Either 1) Your AC adapter needs to be reset or
2) Your AC Adapter is bad.
Most power issues with the Wii can be fixed by resetting the AC adapter. You
can easily reset the AC adapter by following these steps:
Unplug the Wii AC adapter at both ends (from the back of the Wii system and
from the wall outlet or power strip).
The AC adapter must remain unplugged at both ends for a full 2 minutes.
After you've waited 2 minutes, plug the AC adapter into the Wii system and
directly into a wall outlet, not a surge protector or power strip. If the power
light comes on and stays on, then it appears resetting the AC Adapter worked.
If it's not working, you can get a *new* NINTENDO brand AC adapter at the

the Dell AC adapter has a sensing pin so the bios can determine the wattage of the adapter. If the system cannot ID the adapter, the battery charger circuit is disabled. You'll need a functional DELL ac adapter to get the battery to charge
