First check the current source. Press the Input button on the TV (second from the left) or on the remote (below 9) until the correct Antenna input (Ant 1) is selected. Make sure that the antenna is connected to Ant 1 (the RF connection closest to the back HDMI ports). You only use Ant 2 if you have a coaxial (RF) cable connection. Then press Menu and then try the Setup menu again. You should be able to access the Installation menu and Terrestrial sub-menu now. Change the Input Configuration for Ant 1 to Antenna before attempting to Program Channels.
If this doesn't work, try resetting the TV to the factory settings. You'll have to access the Menu, go to the Installation sub-menu and then select the System Status and then System Information. Select Factory Defaults and enter the PIN. See the manual for the default PIN if you haven't changed it. Then confirm the reset. Then try accessing the Terrestrial menu and scanning for channels.
With the HDTV set for an HDMI Input that matches the HDMI Jack that you've connected to the cable HD STB (set-top-box or "converter"), use the cable STB remote to change channels on the STB - not the TV.
You can not change channels of the STB with your TV remote. You may however, be able to program your STB remote to operate your TV. Most will allow you to power the TV on / off; volume up / down / mute; change input (HDMI1 / HDMI2 / ANT / Composite / etc.) and even some of the more complex functions as well. Contact your cable company for more details.
I assume from your question that you have a cable subscription and that you have the cable plugged into the ANT input via a co-ax cable. The ANT input is for an antenna for over-the air signals. The channel up/down change the internal tuner up/down. For example, if your cable is set to channel 3, it will pull in the cable on channel 3, but then try to pull in over-the-air if you hit channel-up to channel 4.
It seems you need some kind of converter box from your cable company in order to change the cable channels, and then that converter box would plug into either the ANT input (and leave the tuner on 3) or into one of the other inputs like Component, HDMI, SVideo etc.
I would suggest you try to find a universal remote that has an "input" or "source" button and program that one to your tv. By pressing the "source" or "input" button, it will change the input to the tv.

first try replacing the batteries in the remote, second make sure that the remote is adjusted to "tv" using the input button. The "cable/tv " selects the input being either ant or cable. google for owner's manual for more infromation..
The tv will only process cable channels when set to 'ant cable' . After the scan, you should be able to view all channels provided on the frequency. If you want more cable #'s, you will have to pay for those or get a cable box. If you don't find your local channels in the lineup, you will have to use a switcher, or hassle with unplugging and plugging the antenna. This is true for ATSC broadcasts.
