not 100% if this is a reload or not. Try powering it off if you can get past the popup long enough. If it can be reset- it may go away after it restarts, or need to be reloaded. There are plenty of guides for doing a recovery out there- but first just power it off and see if it clears before trying a recovery. There usually is a key combination to force a power off if you can't get past the popup.
1. Turn off Samsung Dart. Press and hold Volume up key + POWER on the
phone. Reset
2. When the Android System Recovery screen appears, release the keys.
3. Using the volume keys, scroll down to Wipe Data / Factory Reset.
4. Press the Power key to confirm.
5. With Volume select Yes -- delete all user. Press the Power key to
confirm.
After master reset select Reboot System Now. Press the Power key to confirm.
6. Your T-mobile Samsung Dart phone reseted to the factory default state.
