It sounds like you need to adjust the bobbin tension. There is a small screw on the bobbin case to tighten/loosen the thread's tension coming out of the case. Refer to the user manual on the procedure to set it.

I paid to have my Pfaff tiptronic 2020 cleaned and repaired back in April. Haven't touched it till now. Although their test fabric looks fine with threads doing what they're supposed to, it doesn't work...
Rethread your machine. More than likely it is your bobbin threading is not in the guides right. When you rethread pull on both threads to make sure everything is seated in the guides right. Study your machine manual carefully.

check to see if there is any burrs on the needle plate or on the bobbin case
always make sure every thread guide is used
