You can but the unit will have not control over temperature, and you can cause the unit to freeze up or slug the compressor w/ liquid refrigerant causing premature compressor failure. I would recommend replacing the thermostat if it is not holding proper temperature, but if dead set on bypassing it use a volt/ohm meter after unplugging it to find the normally open contacts and wire those wires together taking into consideration that the fan must run constantly with the compressor.

I have a LG LWHD1500ER window air cond. and am wondering if I can plug it into a plug in my bedroom that has nothing else plugged into it? I don't know what a dedicated circuit means?

When you say dedicated circuit, you should have an electrical outlet that was installed just for your air conditioner. This outlet must have it's own circuit breaker that has higher ampere ratings. This ampere rating must correspond to your air condition horse power (HP) e.g. .75 hp, 1 hp, 1.5 hp, 2 hp. You should consult a qualified electrician for your safety.

Not cooling and tripping breaker

Replace the capacitor. MAKE SURE you unplug, wait for 5 minutes, try starting the unit - WHILE UNPLUGGED, then short the terminals across the capacitor with a well insulated screwdriver.
The capacitor number will most easily be found on ebay or any of the typical parts sites.
Also confirm that your blades of the power plug are clean, not burned or disfigured. If they are, REPLACE the socket that it was plugged into as well.
