PUK only locks sim card, just get another active sim in the phone and if needed restart or restore with sim in it.

I assume you did reboot. After that I would try to update again.

it is not possible to update an iPhone 3 to iOS 6!
it supports only iOS 4.2 - not newer
For the iPad first generation (A1219) to update is only possible with connecting the device to iTunes on a computer.
- this model supports only iOS 4.2
- NO iOS 5/ 6/7/8

Go to the App Store, click search, type whatsapp, click on the install button.

Plz post the error code so that I can help you right away.
If it is error code 6 then you need to put your device into DFU mode.

Hold down your Home Button and your Lock Button at the same time for about 10 seconds or until you see the apple logo. This will restart your phone.
