This type of Access Violation error can have many causes, but it normally happens after Windows has already loaded and the user tries to open or close a corrupted program, whereas your question seems to suggest that it happens before Windows boots.
You do not say which operating system you are using.
If you occsionally get an Error message on a Blue Screen background, then read through the message carefully and it will explain what the likely cause is and waht the likely remedies are.
Youe either have a corruption of your operating system, a hardware failure or a Virus or Spyware infection.
If you can Boot into Safe Mode, you can try and identify the error more precisely there and/or download malwarebytes (
www.malwarebytes.org) and run a scan to purge any spyware with it.
